RULES AND REGULATIONS

ADMINISTRATION

RULE: All references to he or him within the Constitution and Rules 
and Regulations  shall be taken to mean both male and female, boy or girl.

RULE: If a temporary vacancy exists on the Executive Committee, 
the Executive has the right to appoint a replacement  until the member returns or the holding of the AGM, whichever occurs first.

RULE:  All coaches are appointed by the Executive Committee or its delegate. Coaches are appointed to teams for one season and any reappointment, reassignment or non-appointment is at the sole and absolute discretion of the Club. 

Any coaching appointment may be revoked by the Club at any time following a hearing by the Executive Committee at which the coach is entitled to attend in accordance with the Club’s Discipline Rules.

REGISTRATION

RULE:  Every player must be properly registered before he may participate in any game with or sanctioned by the Club.
Late registration is at the discretion of the Executive and will be assigned to teams by the registrar, giving due regard to the 
proper balancing of the leagues and teams.

RULE: No team shall be allowed to have more than eighteen (18) Registered players at one time.

PLAYING RULES

RULE: The duration of each game shall be : 
U-6 (Mini) – 2 twenty-five minute halves
U-8 (Squirt) – 2  thirty minute halves
U-10 (Atom) – 2 thirty-five minute halves
U-12 (Mosquito) – 2 thirty-five minute halves
U-14 (Pee-Wee) – 2  forty minute halves

RULE: Game ball sizes shall be :
U-6 (Mini) - size 3
U-8 (Squirt) – size 3  4
U-10 (Atom) – size 4
U-12 (Mosquito) – size 4
U-14 (Pee-Wee) and higher – size 5

RULE: The home team shall be responsible for supplying the game ball.

RULE: All games shall start promptly and not later than 5 minutes after the scheduled start time.

RULE: Games shall not start should less than seven (7) players be available to each or either team at the time of  kick-off. Teams fielding less than seven (7) players shall be considered as not appearing.

RULE: All players with the Club must be given a reasonable amount of  playing time in each game. This is the coaches responsibility. In recreational leagues, it is desirable that all players participate at least 50% of each game, or up to the  player’s capability, whether it be exhibition, league or cup tournament.

RULE: No two teams in any one league shall have shirts of a similar colour. Goalkeepers must wear a distinctive coloured shirt.

RULE: Player substitution shall be permitted, with the consent of the Referee, at throw-ins, goal-kicks, or after a goal is scored.

RULE: Team officials will not coach within the 18 yard line. Spectators shall not be allowed in or behind the goal area.

RULE: Team officials are responsible for conduct of players, both on and off the field of play, from the time the coach calls the players to
order until he dismisses them.

RULE: Any game stopped by the referee before completion of the time specified in the Rules , for reasons of inclement weather, ground conditions, failing light etc; shall be replayed in its entirety unless more than ten (10) minutes of the second half has been played, in which case the result shall stand as at the time of stoppage of play. The Referee shall be the sole judge of time elapsed. 

RULE: An official of the winning team shall be responsible for notifying the Match Secretary of the result within 24 hours of the game.

DISCIPLINE AND APPEALS

RULE: Any Member who fails to abide by the Constitution and/or Rules and Regulations  or any Members acting in a manner detrimental to the Club shall be liable to disciplinary action. 

The Club shall deal with all players and/ or team officials cautioned or dismissed from games, or those charged with violation of the Constitution and/or Rules and Regulations, in accordance with OSA Discipline by Hearing Policies. 

RULE: The Director of Discipline shall act as Chair of all discipline hearing panels, unless a potential conflict of interest arises, and shall appoint two other Members to each hearing panel.

Dates, times, and locations of discipline hearings shall be determined by the Director of Discipline. All persons  required to attend will be given 15 days notice  to attend such hearings.(unless all parties agree to an earlier date). 

The accused will be required to attend the hearing and will be advised in advance of their right to request a postponement, to bring witnesses and to bring an adviser to the hearing. Any accused under 18 years of age must be accompanied by an adult adviser at any discipline hearing.

Accused Persons absenting themselves from the meeting without just cause shall be suspended from all soccer until they request and attend a subsequent hearing. 

RULE: All suspensions shall be effective from the date of the meeting at which they are assessed. No player or team official is permitted to take part in any game of soccer while suspended.

RULE: Appeals of Club discipline decisions shall be made to the Hamilton and District Soccer Association in conformance with the “Rights of Appeal” which shall be attached to all Discipline Decisions sent out.
